The Gender Equality & Social Inclusion (GESI) Office, operating under the Provincial Social Services Office, drives the mainstreaming and implementation of equitable and inclusive policies across Madang Province. It formulates and updates GESI frameworks, champions the rights of women, youth, persons with disabilities, and other marginalized groups, and embeds inclusion principles into all provincial programs. Through strategic partnerships with local-level governments, community organizations, and development partners, the office advances evidence-based planning, advocacy, and capacity building to ensure everyone benefits from—and participates in—provincial development.

Workshops, seminars, and training-of-trainer programs for provincial and district staff, community leaders, and stakeholders.
Campaigns, community dialogues, and media outreach to promote GESI principles and behavioural change.
Collection, analysis, and reporting of sex-, age-, and disability-disaggregated data; maintenance of GESI dashboards.
Guidance on gender-responsive budget analysis; support for departmental budget submissions and tracking.
Development of safeguarding protocols; management of GESI-related complaints and referrals.
Convening multi-stakeholder forums; liaising with women's groups, disabled persons' organizations, NGOs, and donors.
Specialized services supporting gender equality and social inclusion across all sectors
Our gender equality services focus on developing comprehensive GESI policies, providing mainstreaming support across all provincial programs, and implementing gender-responsive budgeting. We work to ensure that gender considerations are integrated into planning, implementation, and monitoring of all development initiatives to achieve equitable outcomes for women and men.
Our social inclusion services champion the rights of marginalized groups including persons with disabilities, youth, and other vulnerable populations. We develop safeguarding mechanisms, facilitate stakeholder coordination, and implement advocacy campaigns to ensure inclusive participation and protection for all community members in provincial development processes.
