Official Notice: All ward officials must complete their quarterly data submissions by the 15th of January, April, July, and October to maintain compliance with the Local Government Data Standards Act 2020.

Data Submission

What are the mandatory data fields for ward profiles? Required All Wards

As per the Local Government Regulation 2022, all wards must submit:

Demographic Data
  • Population by age group
  • Number of households
  • Migration patterns
Infrastructure Data
  • Road network condition
  • Water access points
  • Public facilities inventory

According to Section 15 of the Local Government Data Act:

  • 1-7 days late: Written warning
  • 8-14 days late: 5% reduction in ward development funds
  • 15+ days late: 10% reduction plus mandatory compliance training

Extensions may be granted in exceptional circumstances with written approval from the District Commissioner.

Official Access

Who is authorized to submit ward data? Security

Only the following officials are authorized as per Circular No. 12/2023:

  • Ward Administrative Officer (Primary)
  • Ward Executive Officer (Secondary)
  • Designated Data Entry Clerk (Tertiary)

Authorization requires:

  1. Completed Form WD-12
  2. Approval from District Commissioner's office
  3. Mandatory data security training certification

Elected ward councillors receive view-only access by:

  1. Submitting a written request to the District Executive Director
  2. Providing official identification documents
  3. Completing the online orientation module

Access levels are restricted to:

  • Aggregated demographic data
  • Public infrastructure reports
  • Approved development plans

Note: Sensitive personal data is never visible to elected officials

Technical Support

What if I don't have internet access in my ward? Rural Wards

For wards without reliable internet:

  1. Use the Offline Data Collection Tool (download from district portal)
  2. Submit completed data files at designated district offices during:
    • Monthly coordination meetings
    • Every Tuesday/Thursday at District IT Centers
  3. Technical staff will upload your data within 48 hours

Request the offline tool by emailing offlinesupport@warddata.go.tz

To report errors:

  1. Navigate to "Help" > "Report Issue" in the system
  2. Select "Data Correction Request"
  3. Provide:
    • Exact location of the error
    • Correct information
    • Supporting documentation
  4. Submit for review by District Data Committee

Corrections are processed within 5 working days for non-sensitive data.

What data privacy laws apply to ward information? GDPR

Ward data collection is governed by:

  • Personal Data Protection Act (2022) - Requires anonymization of individual records
  • Local Government Statistics Regulations - Sets retention periods
  • Open Data Policy - Mandates certain public datasets
